Clear Lake

Clear Lake is where aerospace meets waterfront living. If you work at NASA Johnson Space Center or one of the contractors around here, Boeing, Lockheed Martin, Jacobs, KBR, a 10-to-15-minute commute becomes your biggest quality-of-life upgrade. I show a lot of out-of-state families here, and it's usually because they're relocating to JSC and need to understand what living near NASA actually looks like.

The neighborhood breaks into distinct zones, and you need to know the difference. The core of Clear Lake is a master-planned community from 1962 that was literally built to support NASA's growth. It's 10 square miles of established suburban character, mid-century and updated homes, strong neighborhood association, community recreation center, pools, fitness. This is where you get the value proposition. Entry-level homes start around $225K and move up through the $300K-$500K range. It is dense, walkable, and built around the idea that families stay put.

Then you have the waterfront edges, Seabrook, the bayside neighborhoods, the areas closest to Clear Lake and Galveston Bay. If you want boating, marina access, waterfront homes with private docks, these are your zones. Clear Lake itself is the nation's third-largest pleasure-boat basin. The Seabrook Trail system runs 200 acres and is part of the Great Texas Coastal Birding Trail. If you are into birding, fishing, water sports, or just the lifestyle of living on the water, this is the area that justifies a premium.

What brings families here beyond NASA is Clear Creek ISD, one of the most respected school districts in the Houston metro. All five CCISD high schools are rated A or B+. Elementary and intermediate schools are all A-rated. School zoning matters granularly here, so I always verify the exact feeder pattern before we write an offer.

One thing every buyer needs to budget for: if you are buying near the water or in a flood zone, insurance is a conversation. Coastal windstorm policies and mandatory flood insurance can add $300 to $500 per month to your carrying costs. Hurricane Ike in 2008 and Hurricane Harvey in 2017 both hammered this area. It is not a dealbreaker if you understand it going in.

What You Can Expect to Pay

Entry-Level

$225K–$320K

Established mid-century homes in Clear Lake City proper. Solid neighborhoods, strong community association, CCISD schools. Good for first-time buyers and investors who want into a top school district without stretching. These homes move fast and represent the original master-plan character.

Mid-Tier

$320K–$550K

The bulk of Clear Lake's market. Mix of updated homes and newer construction. You get modern amenities, larger lots, and many homes have community pool and recreation access. Starting point for waterfront and water-view properties. This is where most families with school-aged kids land.

Luxury / Waterfront

$550K–$2M+

Bayside and waterfront estates with private docks, mature landscaping, and direct bay or lake access. Some gated sections. If you want to keep a boat in your backyard or entertain on the water, this is the tier. Seabrook waterfront and premium Galveston Bay properties command top dollar.

Clear Lake City (Master-Planned Core)

The heart of Clear Lake, spanning 10 square miles of established suburban neighborhoods built starting in 1962 to support NASA growth. Clear Lake City features a strong community association, recreation center with pools and fitness, and consistent homeownership. You will find a mix of mid-century and updated homes, tree-lined streets, and neighborhood cohesion. Homes range from $225,000 for entry-level to $450,000 for premium mid-tier. The community is almost entirely within Clear Creek ISD. This is the most affordable anchor point in Clear Lake proper and appeals to first-time buyers, aerospace professionals needing fast commutes to NASA, and families seeking established neighborhoods.

Seabrook (Waterfront District)

Seabrook is Clear Lake's premium waterfront community with over 200 acres of parks, trails, and direct bay access. Home to the Seabrook Trail System, part of the Great Texas Coastal Birding Trail, with 300+ bird species. Homes range from $400,000 to over $1 million depending on water proximity and size. Seabrook offers the waterfront lifestyle, boating, fishing, water sports, and nature. Population is around 9,000. If you want bayside living without leaving Houston, Seabrook is the destination. Properties here command a waterfront premium and move quickly for active buyers.

Nassau Bay also hosts Houston Methodist Clear Lake Hospital, making it appealing for medical professionals relocating to the area. Armand Bayou Area / Nature District

Centered around the Armand Bayou Nature Center, a 2,000-acre urban wilderness preserve on Clear Lake's east side. This is not a traditional residential neighborhood but a lifestyle anchor that attracts nature-focused homebuyers to nearby areas. Homes close to Armand Bayou (in adjoining Clear Lake or Bay Area neighborhoods) tend to command a premium for their proximity to nature, kayaking, birdwatching, and trails. Top Schools

Clear Lake is served by Clear Creek Independent School District, one of the strongest public school systems in the Houston metro. CCISD serves 40,000+ students across League City, Nassau Bay, Seabrook, and parts of Houston. In 2025, CCISD earned a B+ accountability rating from the state after a successful appeal. All five CCISD high schools are rated A or B+. Elementary and intermediate schools are consistently A-rated. School zoning in Clear Lake is granular, some parts of the community are split between CCISD and other districts depending on exact address. Always verify the exact school feeder pattern for any property before making an offer.

Travel Times

NASA Johnson Space Center is THE commute anchor for Clear Lake. A 10-to-15-minute drive from most neighborhoods makes this the destination for aerospace professionals and Boeing/Lockheed/Jacobs/KBR employees. Houston Methodist Clear Lake Hospital also offers immediate commute for medical workers. For downtown Houston or the Medical Center, I-45 North is the main artery and rush-hour traffic can be significant. If your job is at NASA, your quality of life gain is substantial. If you are commuting elsewhere, Clear Lake is less ideal. The Bay Area has excellent public transit (METRO Park & Ride) for downtown commuters, but it requires early morning and evening discipline.

NASA Johnson Space Center

~8–10 miles via NASA Road 1 or Bay Area Boulevard. This is the primary commute for Clear Lake residents. Off-peak is reliable; rush-hour impact minimal compared to longer corridors.

Things to Know Before You Buy

Coastal Zone Insurance, Budget for It

Clear Lake is in a coastal zone relative to Galveston Bay. If you are buying near the water or in any FEMA flood zone, you will need mandatory flood insurance (typically $1,200–$3,500+ annually depending on elevation and zone). Many insurance policies also require windstorm coverage in coastal areas. Out-of-state buyers are often surprised to learn that their standard homeowners policy excludes wind and hail damage in coastal Texas. Between flood, windstorm, and standard coverage, your total insurance bill can easily be $400–$600 per month. This is a real cost that affects your carrying costs and monthly budget. I always run the insurance numbers with buyers before we get serious about an offer.

Flood Risk & Hurricane History

Clear Lake and the Bay Area took significant hits from Hurricane Ike in 2008 and Hurricane Harvey in 2017. Parts of Clear Lake and the surrounding waterfront neighborhoods are in FEMA flood zones AE (mandatory insurance) or X (500-year flood, insurance recommended). If you buy a waterfront property, flood risk is real and you should see the flood maps and understand what a 100-year or 500-year event means for your home. Even if your property is not in a designated flood zone, the broader bay-area geography and proximity to Galveston Bay means storm surge is a consideration. I always review flood history and risk with buyers before they commit.

School Zoning Is Granular

Clear Creek ISD is one of the big draws here, but school zoning within Clear Lake is split. Some properties are in CCISD, while some parts near the edges are in Santa Fe, Dickinson, or other districts. Before you fall in love with a home, verify the exact elementary, intermediate, and high school your kids will attend. This can be a deal-changer for families and affects property values. I always check school assignment before we write an offer.

RELOCATING?

Tips for Out-of-State Buyers

No State Income Tax, But Property Taxes Are Higher

Texas has no state income tax, that's a real win if you are coming from California, New York, or other high-tax states. Depending on where you are relocating from, you can save 5–13% in taxes. But Texas property taxes are higher than most states, Clear Lake runs 2.4–2.7% effective rate. For most out-of-staters, the math still works out as a net savings, but you need to run the full comparison (federal, state, local, property taxes, insurance) before you commit. I run a detailed tax comparison for every relocator so you know exactly where you stand.

Homestead Exemption, File It Immediately

Texas just raised the homestead exemption for school taxes to $140,000. This can save you $1,500 or more per year on your property taxes. If you are 65 or older or have a disability, the combined exemption goes even higher to $200,000. The exemption does not happen automatically, you have to file it with the Harris County Appraisal District (or Galveston County if your property is in their jurisdiction) within 60 days of closing. I send every buyer a reminder, but mark this on your calendar: file your homestead exemption the day you get your deed.

MUD Districts & Flood Insurance, Ask About Both

A Municipal Utility District (MUD) is a Texas thing. If your property is in a MUD, you are responsible for part of the cost of water, wastewater, and drainage improvements. MUD assessments typically add 0.1–0.4% to your property tax bill. Make sure your lender pulls a preliminary title report early so you know if a MUD is involved. Also, just because a property is not in a federally designated flood zone does not mean you should skip flood insurance. Many properties in the Houston metro are in 500-year flood zones (Zone X) that don't require coverage, but lenders and insurance companies still recommend it. Clear Lake's bay-area location means flood insurance is especially important to review.
